Emergency Plan for the City of Orlando
Purpose of the Plan
This is a community level emergency plan designed to establish the structure and
procedure of response to emergency incidences like fire outbreak in Orlando and its environs.
The plan is aimed at showing how the duties and responsibilities are assigned to the stakeholders
in the emergency team to minimize the social vulnerability in the area (Hurricane season public
health, 2017). The plan is generated to improve the safety of the people, preservation of
facilities, buildings, and properties. Nevertheless, the organized ideas restore normal operations
after incidence occurrence and assure the people of care and responsibility of the Orlando Police
and relevant authorities. To achieve this, the plan explicitly provides a coarse way of how the
available resources can be utilized to:
i. Help MITIGATE or prevent potential disasters.
ii. Create a sense of PREPAREDNESS towards the occurrence of such incidents.
iii. RESPOND to the disasters to save lives and protect properties.
iv. Provide a means of RECOVERY from the results of such unavoidable emergency events.
Scope of the Plan
The plan has been prepared to address most of the emergency scenarios that affect
Orlando community. It covers both general and hazard-specific emergencies that may be natural
disasters or technological disasters created by modernization in the society (Wu et al., 2016). It is
a reference emergency plan of emergency-disaster information of the data collected from the
previous emergencies that had happened in the area. It enables the user to know what is to be
done, who is to do it, when to do it, and where it is to be done. Moreover, the plan indicates that

many parties, private and governmental, may participate in the emergency process and shall rely
on its expertise to carry out their assignment.
Situation
Orlando is the center of Orlando Metropolitan area located in Central Florida, Orange
County, the state of Florida in the United States. By 2015, the city had an approximate
population of 270,934.Going by figures released by the U.S. Census Bureau in 2016, Orlando
metropolitan area had an estimated population of 2,387,138(Wu et al., 2016). From the statistics,
Orlando is the fourth-largest city in Florida and 73
rd
in the United States. Orlando metropolitan

largest metro area in the United States. The city and Orlando metropolitan area
have massive boast of being one of the world's best tourism destinations with the name "The
Theme Park Capital of the World." In 2016, the events in Orlando and tourism attraction cites
attracted more than 68 million visitors (Abstract Presentations from the AABB Annual Meeting
Orlando, 2016). The area is rich in various attractive features and infrastructure. For instance, the
ever-busy Orlando International airport, the Walt Disney World, the Universal Orlando Resort,
and the Orange County Convention Center are among the most extensive convention facilities in
the United States. Orlando is served by some of the best highways including East-West
Expressway, Beachline Expressway, Daniel Webster Western Beltway, and John Land Apopka
Expressway.
Orlando area hosts several universities and colleges such as the University of Central
Florida, Florida State University College of Medicine, and Valencia College. Moreover, there are
several sports centers like Orlando City Stadium, hospitals like Orlando Regional Medical
Center, and shopping malls.

Vulnerability
With this kind of population and infrastructure, Orlando community possesses
weaknesses to both human-made and natural disasters, threats, and stresses. For example, the
unpopular 2016 mass shooting at Pulse led to the death of fifty people and wounding fifty-eight.
In terms of the climate, Orlando experiences dry season between October and May
characterized by wildlife hazard and severe wildfire that spread fast and covers an extensive
area. The area's center population is vulnerable to hurricane causing severe damages. The area's

Assumptions
Tornados
They are common in February during the occasional cold frosts of winter. Their
occurrence is unpredictable as they do not have any early signs and warnings.
Drought
The dry season between October and February experiences a lot of droughts. Wildlife is
the most affected during this period in addition to some homes where rainwater is the primary
source.
Wildfire
It is common during Orlando's dry season, between October and May. Fire affects
wildlife severely and sometimes renders homes with single access roads inaccessible.
Terrorism

In the recent past, the acts of terrorism have escalated in the area and the world at large.
Terrorists operate in many different ways that are always difficult to predict and affect many
people in varying directions and magnitudes. The mass shooting of a nightclub Pulse, for
example, left many people dead and scores injured.
Technological Hazards
Hazardous materials. According to Sentinel investigation findings, several rivers in
Orlando are in serious trouble due to the dangerous materials deposited in the water from the
surrounding firms and farms (Science magazine sting investigation finds widespread abuse in
open-access publishing, 2013). The water pollution is likely to have far-reaching effects on
wildlife and people who depend on the rivers for various uses.
Road accidents. There are several cases of road accidents mostly along the highways
