Each country has its own cultural diversity which can affect anything. Diversity is in
terms of age, gender, ethnicity, religion among others. While designing the e-government
services are rarely considered therefore their adaption is limited to certain groups.
Therefore, there is confusion while adapting and using these services. The government
should therefore respect and consider the diversities within its society. Foreigners should
also be considered especially die to the fact that many of the GCC countries have many
foreigners with diverse languages and cultures. To ensure that e-government services are
used by many people and its use is fast, Kuwait need to consider the cultural diversity of its
citizens and implement it in its plans.
The e-government services are not accessible and usable for all people especially the disabled.
This group of people is mainly neglected and slightly considered in the strategic development
plans of many countries. However, they have the right in getting any services and participating in
making national decision just like the others. The websites should therefore be accessible to all
and policies related to them considered. Necessary IT expertise such as accessibility, usability
and user interface graphics and design be considered. Doing this encourage everyone to use the
services since they feel integrated in the government’s policies. Also, the left out potion of the
society will increase the entire population using these services. It is thus significant the Kuwait
governance considers the minority and neglected groups of its people in e-government services
provision.
Successful e-government services require basic requirements for their usability to be
effective. Such are mobile services especially the internet connection and services. Kuwait is a
developing country hence some of its parts are not covered by broadband connections.
Inadequate internet connectivity in certain regions handicaps the efforts e-government services.
