Introduction
Health dilemma exists in a situation of health care and medical profession; this is where a
medical profession is faced with a challenge in making a moral decision. These decisions need
techniques in making the right choice that goes with the moral uprightness of the case. Making
such decision is not easy and requires high moral ethics in the practice. Sometimes one is made
to make choices in cases that life is concerned; the medical professionals have to make the right
decision in treatment that is not acquired in the book. In cases of ethical dilemma in health care
as a result of healthcare service limitations. Health care practitioners have to make day to day
decisions that they think are morally right, however, one right decision on the eyes of one person
might be wrong in the eyes of another. This is the main issues that result in health care dilemmas
(Sofia, et al, 2004).
Ethical issues limiting healthcare
A number of ethical issues in the health care limit patient care despite the government
payments for health services and the limited resources in the sector. The ethical issues are all
derived from the principles of ethics in healthcare which includes malfeasance, beneficence, and
justice (Tom, 2007). Patients are experiencing injustice in the sense that those with medical

insurance covers get more and first attention from the healthcare professionals compared to those
that lack the medical covers. The other ethical issue that limits patients care is the varying
definition of the end of life care. This is where the patient has the right to make choices of what
health treatment they receive. This limits the healthcare professional's decision-making
techniques on how to save the life of a patient. They are supposed to respect the decisions the
patient makes. Ethical issues are not clearly defined and they are difficult to solve which limits
the health care patients receives, however, a practitioner is supposed to make a decision that best
suits the case scenario morally.
How much-uncompensated care can hospitals absorb?
In moral ethics that guide the healthcare sector, all patients are supposed to be treated
equally with good intentions. However, there is a limit at which hospitals can accommodate
uncompensated care. The hospitals need to cases of how helpful they can be to all patients. A
hospital cannot be able to support a case in which the chance of survival of a patient is minimal
in an ICU at zero cost. It is ethical to consider a case of a patient that is likely to get better
treatment in the same ICU. Hospitals can accommodate primary health care for uncompensated
care since there minimal requirements however in cases of secondary treatment hospitals are not
able to absorb much-uncompensated care since secondary treatment is very expensive to
maintain.
State responsibility to health care service
The state has the role of ensuring quality health care service is delivered to all of its citizens
regardless of the social class. This is possible through the adequate allocation of resources in the
health care system that ensures quality service delivery. The state also has the role of establishing

legislation that conforms to the universal health care standards. It should protect and provide
health care services to its citizens. This is achieved by providing a uniform healthcare insurance
cover which ensures all the citizens can afford all medical expenses (Berwick, Hackbarth, 2012).
Ethic considerations
In making ethical decisions all professionals should consider the situation that precedes
ethical decision carefully(Bill, Walton,2007). They should decide and stand on the right moral
ground despite the implications of their decision. They need to consider the professional suicide
assisted and voluntary death, where health professionals need to differentiate the two in making
ethical decisions. They also need to consider primary health care in cases of low-income earners.
This is due to limited resource allocations to healthcare sectors. It is ethical to save a life for a
person with little compensation as it is the purpose of healthcare practice. In conclusion, making
decisions all ethical considerations should be made by the healthcare professionals.
