Ethics violations refer to the wrongdoings such as mishandling of funds, stealing of
funds, fraudulent billing or when financial professionals involved in activities which are
regarded not ethical. On the other hand, a third-party candidate, particularly in the United
States, is the candidate who is not a member of either Democrats or Republicans. Therefore,
this paper will address the issue of ethics violations, third party candidate and finally one
major challenge facing United States and the effort the federal governments as well as the
state authorities are making to ensure that her citizens do not suffer.
Congressional Ethics
A plausible example regarding ethics violations is about Del. Bordallo. On 12
th
2017,
the office of the Congressional Ethics gave a report to the United States House of
Representatives about Magdeleine Bordallo. Bordallo owned a home in Guam after which
she leased to one of Japanese Consulate who was based in Hagatna. However, the Committee
on Ethics had claimed that she violated the house rules simply by receiving huge profit from
the house (Kauanui, 2015). Furthermore, Del. Bordallo is also claimed to have violated the
house rules as well as standard of conduct when he received free meals, lodging as well as
various amenities at the beach resort of Guam.
However, regarding the two disputes, I do not agree with the penalties that was given
to Magdeleine Bordallo simply because, she leased the property under a standard lease
agreement between the two of them and the reason why there was adjustment of rent was to
cater for monthly functions of the rental rate as well as to make the name of the Japanese
Consul reflect. In line with this, the allegation on the use of family residence by staying in the
hotel and received free meals is not a big issue. This is because the Outrigger was owned by
her family and hence she enjoyed the privileges of being one of the family members.

Therefore, not all penalties that are charged to members of the Congress may be authentic
since some are just false allegations.
Third Party Candidates
Generally, third party candidate has never won the presidential race in the politics of
America. This is because the candidate often faces difficulties in accessing the ballot as well
as the debate rules. Typically, the third party candidate cannot secure the registrations fees or
rather meet the requirements for the petition in order to run. Also, running on from the debate
rules usually exclude these candidates as well.
For instance, in the United States, one of the richest people by the name Ross Perot
who ran for a presidential seat in 1992 greatly challenged Clinton and Bush. Ross Perot got
19 percent of the total votes cast during the election but still, he could not win (Hershey,
2017). Another example is about Ralph Nader who vied for candidacy in 2000 and 2004. His
support drastically dropped by 83 percent within a span of two elections whereby voters of
Nader belonged to the third party. One political impact that likely occurs when a third party
wins is on the national outcome particularly if they get the right percentages required
(Hershey, 2017). Third party candidates may also take votes away from the Republican and
Democratic parties hence affecting the outcome of elections especially when these two major
parties edge each other out by a small margin because of the third party candidate.

Federal and State Authority
Currently, the United States is facing a severe challenge on the issue of Medicare
Drug Prices which has actually affected a conscious number of citizens. Ideally, the
government is currently restricted by law from assisting her citizens in the negotiations of
prices regarding the Medicare. Moreover, the Medicare Part D which is a program for the
federal government has been helping in subsidizing the cost of drugs for the people in the
Medicare. However, opponents of the Medicare Part D claim that it should undergo changes
so that the federal government can involve in price negotiations with the pharmaceutical
companies (Kantarjian et al., 2014).
Furthermore, the Veterans Affairs administration has the mandate to negotiate the
prices of drugs and hence they end up paying 40-58 percent much less than what the
Medicare does. Therefore, this shows that the government would save a substantial amount of
money if they were given permission to negotiate the issue of drug prices. However, the U.S.
Constitution does not constrain this issue of drug prices since the proponents of Medicare D
claims that the federal state should not cause interference on the price of drugs (Kantarjian et
al., 2014).
To sum up, the occurrence of ethics violations is not good since it has a negative
impact on the person doing the act. On the other hand, the third party candidate has low
chances of winning in the presidential race unlike Republican and Democratic parties.
Ultimately, the people of America encounter problem of high prices on drugs since the
federal government has been restricted from taking part in the negotiations with
pharmaceutical companies regarding the price of drugs.
