With the increasing criminal activities and injustices, electronic monitoring has been used
as a means to locate and control offenders in the society. When an individual is placed into an
electronic monitoring program, it becomes easy for the justice department to easily and
efficiently confirm the offender’s specific location. Behavioral surveillance is used as a tool to
check trends in attitudes, knowledge of a certain topic in question and the general behavior of an
individual in the community.
Electronic monitoring has been used widely in imprisonment of offenders, pretrial
supervision and in supervision of criminals released from prison. While behavioral surveillance
includes collection, analysis and interpretation of personal data, the application of both the
electronic monitoring and behavioral surveillance yields a proper monitoring system. Trends in
human behavior will easily allow the justice department to monitor the progress of individuals
without relying much on the electronic monitoring system.
