With the increasing criminal activities and injustices, electronic monitoring has been used

as a means to locate and control offenders in the society. When an individual is placed into an

electronic monitoring program, it becomes easy for the justice department to easily and

efficiently confirm the offender’s specific location. Behavioral surveillance is used as a tool to

check trends in attitudes, knowledge of a certain topic in question and the general behavior of an

individual in the community.

Electronic monitoring has been used widely in imprisonment of offenders, pretrial

supervision and in supervision of criminals released from prison. While behavioral surveillance

includes collection, analysis and interpretation of personal data, the application of both the

electronic monitoring and behavioral surveillance yields a proper monitoring system. Trends in

human behavior will easily allow the justice department to monitor the progress of individuals

without relying much on the electronic monitoring system.

The surveillance based on human behavior allow for monitoring of a sample of a group

which in general allows for the seclusion to properly introduce the electronic monitoring. When

using behavior surveillance method it is important to note which behaviors are important

determinant of the current situation even before allowing the use of electronic monitoring. It is

also important to know how these behaviors are distributed and how they can be measured. Over

the recent years, there has been concerns about the extent to which the monitoring should go.

Considering that there is much advocacy on privacy.

A combination of both the approaches will yields a more informed judgment on then

individual trends. Time has to be given to each of the approaches in order to come up with a

conclusive decision.
