Special needs of offenders
The special needs of prisoners in the United States are protected by the § 504 of the
Rehabilitation Act of 1973, 29 U.S.C. § 794(a) as well as other Acts (McNamara, 2007). The
protection applies to prisoners with mental or physical impairments that limit their indulgence
into various major actions essential in life. These impairments include vision, hearing
diseases, physical and mental problems among others that challenge the performance of
essential activities. The management of special needs of offenders in correction centers
involves a designated process, and thus, it faces various challenges which impact the prison
population management. Therefore, this essay seeks to address the management and
classification of special needs offenders in contemporary correction environment, explore the
process of offender supervision and the effects of special needs offenders on prison
population management.
Margo Schlanger (2017) writes that many prisoners in America have at least one
disability and therefore advocates for humane treatment and safety of the special needs
offenders. The article outlines the constitutional and statutory laws mandating
accommodation, treatment, non-discrimination, and integration in the correctional facilities.
Schlanger (2017) further notes that the prison officials are slow to individualize the
management of special needs prisoners which has resulted to poor rehabilitation of these
persons. The article also acknowledges the classification process of offender’s supervision
and suggests the suitable programs to improve the mental and physical status of prisoners.
The supervision process described in the article is characterized by recidivism prediction,
diagnosis, classification and assessment.
Process of offender supervision

Assessment of special needs prisoners is influenced by the needs and risks factors
associated with the offender. For instance, risks factors look into the dangers likely to be
posed by the offender to the community, others and self while the needs assessment address
the requirements such as medical attention, education, relationships, accommodation, drug
rehabilitation and criminal justice systems among others. Special prisoners are entitled to
sufficient assessment and provision of essential elements that cater for their special needs.
Diagnoses of offenders are significant in identifying their mental and physical disabilities.
Intellectual diagnoses provide a basis for negotiation of the prisoner’s demands when carrying
out supervision and management of the population. Intellectual diagnoses are characterized by
impairment of social intelligence and cognitive disorders which affect an individual’s
judgment. Therefore, diagnoses are essential when passing judgment to offenders and also in
provision of psychological and physiological therapies.
Recidivism prediction facilitates the determination of the type of detainment and
treatment to offer prisoners with risk of re-offending. Rehabilitation of prisoners with special
needs should thus be monitored and provided treatment options that reduce the likelihood of
committing future crimes. This facilitates effective correction and reduction of crimes in the
future. Classification involves the placement of offenders in various levels of custody
depending on their needs and correction nature applied. The custody classes include the
medium, close, minimum and maximum levels and are selected depending on the
management risks they pose in the facility. Classifications are also groped as objective or
subjective based on the intended purpose and the administrator’s judgment and experience.
Impacts of special needs offenders on the prison population management
The management of prison population is challenged by the presence of prisoners with
special needs. For instance, there is increased population which increases management

services and budget needs for sustainability. On the other hand, longer prison sentences
increase the occurrence of disabilities, particularly with age. The older the offenders, the more
likely they are to acquire health problems which increases the cost of rehabilitation of the
increased population of special need offenders. Mentally disabled drug abusers also increase
the challenges of treatment, education and accommodation access within the prisons. These
factors increase the population in the correctional centers challenging the administration’s
ability to provide effective rehabilitation.
